Clark, Septimus Alfred

CLARK, Septimus Alfred (1849-1909) was born in Wootton Wawen, Co. Warwickshire, England on 11 April 1849 and emigrated to Canada in 1883. He was one of the first architects to establish a practice in the Northwest Territories and was active in Regina, Sask. from 1889 as a builder and contractor, and from April 1892 as a professional architect (Regina Leader, 18 April 1892, 4, advert.). He remained active in that city until 1901. He was commissioned to plan extensive alterations for the Court House in Moose Jaw in 1893, in order that '...proper accommodation be furnished for the Deputy Court Clerk, with a vault adequate for the security of the court books and documents' . He is almost certainly the same 'Mr. Clark' of Regina who designed and built the Roman Catholic church in Balgonie, Sask. in 1897. In 1901, an article appeared alluding to his previous dismissal in 1896 from the Department of Public Works for offering government contracts in return for votes directed toward his favoured candidate (Regina Leader, 26 Sept. 1901, 4). Presumably he practiced under his own name after his dismissal in 1896. By 1902 he had relocated to Saskatoon. A biography of his career and work as a contractor and architect appears in the Saskatoon Supplement to the Winnipeg Free Press, 12 July 1902, 18. Clark died in Saskatoon on 12 June 1909 and was later buried at Woodlawn Cemetery in that city (obituary Daily Phoenix [Saskatoon], 12 June 1909, 1)
