CARTER, William John (1897-1971) was born in Windsor, Ont. on 27 August 1897 and studied architecture and engineering in night classes at the Cass Technical School in Detroit. He articled with J.C. Pennington (in 1913-17) and was chief assistant in the office of Pennington & Boyde from 1920 to 1932. In 1934 he opened his own office in Windsor and continued to practise there until 1957 when he became a partner in the new firm of Pennington & Carter. After Pennington died in 1963 Carter formed another partnership with William A. Fraser and executed several projects on the campus of the University of Windsor. Their firm also specialized in the design of health care facilities. Carter died in Windsor on 31 October 1971 (obit. Windsor Star, 1 Nov. 1971, 5; inf. Ontario Assoc. of Architects).
