COMPETITIONS

TORONTO, ONT., Provincial Parliament Buildings, 1880. In the first round of this two stage competition Berlinguet was awarded Second Premium of $1,000 for his submission signed 'Waterloo'. It was described as 'a very fanciful' composition, with 'a Gothic base to a French pavilion', but was criticized because "....the general composition shows a lack of study, is not adapted to the site, and in arrangement of plan the corridors are very badly lighted" (Mail [Toronto], 4 Dec. 1880, 2, descrip.). The winning design by Gordon & Helliwell was never built.
QUEBEC CITY, QUE., City Hall, 1889. Six competitors from Canada and United States submitted designs for this project. Berlinguet prepared an elaborate Renaissance Revival scheme, signed 'Albany', which bore a distinct resemblance to his earlier proposal for the Quebec Parliament Buildings dated 1876 (L. Noppen & M. Grignon, l'art de l'architecte - Three Centuries of Architectural Drawing in Quebec, 1983, 280-81, illus.; dwgs. at Quebec City Archives, Neg. FC844-58). Elzear Charest was awarded First Prize for his City Hall design, but it was never realised because the competition results were disputed by the City Engineer (C.A.B., iv, March 1891, 29)
MEXICO CITY, MEX., Berlinguet was invited to submit a design for the Legislative Building for the Federal Republic of Mexico in 1897, but copies of his drawings have not been found (Le Semaine Commerciale [Quebec City], 18 June 1897)
