Phillips, Lemuel J.

PHILLIPS, Lemuel John (1838-1904) was active in Charlottetown, P.E.I. as partner in the firm of Phillips & Chappell from 1884 until 1890. Born in Montague, P.E.I. on 15 August 1838 he moved to Charlottetown in 1864 or 1865 and trained with Thomas Alley, a leading architect in that city. After 1870 he started his own contracting and building business with John Lewis, and the firm of Phillips & Lewis was eventually dissolved in 1880. He formed a partnership in 1884 with Charles B. Chappell, and the firm of Phillips & Chappell was remarkably successful, and can be credited with nearly thirty commercial, ecclesiastical and residential commissions in P.E.I. including the bold Romanesque Revival design for the Charlottetown City Hall (1887-88), a distinctive landmark on the Island, and still in use today. In June 1890 the firm was renamed Chappell & Phillips, reflecting the major role which Chappell played as lead designer (see list of works under Chappell & Phillips). It is likely that much of the talent in the firm belonged to Chappell, who continued to practice successfully under his own name after the dissolution of their office in 1895. Phillips, however, appears to have abandoned the profession at this point, and later engaged in the starch business while working as a manager of several lobster factories.
