Bishop, Charles Hartnoll

BISHOP, Charles Hartnoll (1851-1924) served as Superintendent of Buildings for the Toronto Board of Education for more than thirty years and in that capacity he designed many of the public and high school buildings erected there between 1882 and 1915. Born in Barnstaple, Engl. on 23 April 1850 he came to Canada with his parents at age five and settled in Barrie, Ont. He was sent back to England in 1863 for his education and served an apprenticeship with a master builder in Exmouth for five years. In 1878 he rejoined his parents in Toronto and worked as an architect and builder in the village of Yorkville until 1888 when he was appointed to the Public School Board in Toronto. In his position of Superintendent of Buildings he designed many of the schools erected in the rapidly expanding city before 1900. His workload increased after 1900 and his role with the Board became largely an administrative one. He was assisted by a succession of staff architects who carried out much of the design work at the Board, including Hiram R. Barber (in 1906-12), Robert G.H. Sedgwick (in 1909-19), Franklin Belfry (in 1912-18) and A.D. Waste (in 1918-19).

His career would have continued after 1918 were it not for his forced resignation under a cloud of suspicion when he was implicated in questionable practices in the acquisition of titles to lands for schools and the granting of contracts (Globe [Toronto], 8 May 1919, 9). A judicial investigation by the Ontario Supreme Court in August 1919 found Bishop guilty of "...indifferent and negligent management" of his department, and stated that he had a direct conflict of interest in awarding sub-contracts to a trustee and friend on the School Board. He resigned in 1919. His successor to the post of Chief Architect for the Board in 1920 was C.E. Cyril Dyson. After 1920, Bishop became a real estate agent in Toronto and died in that city on 1 December 1924 (obit. and port. Bishop , continued to practice as an architect in Toronto.
