PARR, Thomas Harbridge (1849-1914) was born at Little Sutton, England on 22 February 1849 and immigrated to Canada in 1871. He arrived in Winnipeg in 1873 and served as City Engineer for ten years until 1883. During this period he worked as an architect and designed several structures for the City and for private clients, both under his own name and briefly in partnership in 1881 with William T. Dalton. He was forced to retire from his position with the City in 1883 under suspicious circumstances because he '...had made several important blunders during the past year which resulted in serious financial loss to the City' (Manitoba Free Press [Winnipeg], 5 March 1883, 8). After his dismissal he remained active in Winnipeg as a civil engineer, contractor and surveyor until 1890 when he moved to British Columbia. Parr died in Victoria, B.C. on 11 June 1914 (death notice Victoria Daily Colonist, 12 June 1914, 7).
